David Blackledge is a founding director of TTR. He has over 30 years’ experience in transport policy and planning.
He has extensive experience in the local authority sector and European Union research programmes. He has directed many projects in the UK and Europe covering a wide variety of subjects such as integrated policy measures, alternative fuels, advanced vehicle technologies, personal security, passenger information, concessionary fares, mobility management, land use and transport research and road pricing. These include projects for the UK Department for Transport including research into Traveline, Accessible Coaches and Kneeling Buses. He has established consortia, led bids and directed a number of collaborative research and demonstration projects involving cities across Europe, including MIDAS (soft measures), EDICT (Personal Rapid Transit), PLUME (land use and transport planning), PARTNER (improving links between local and trans-European transport networks), SUCCESS (CIVITAS Programme), BIONIC (biofuels) and CURACAO (urban road pricing). A transport economist, David worked for 15 years in planning, research and senior management positions with West Midlands Passenger Transport Executive (Centro) prior to founding TTR in 1991. David is an expert in data analysis and interpretation and in project management.
